DDP in Ukraine: specifics of deliveries where the shipper pays duties and taxes

November 27, 2025

In international logistics, the DDP delivery model in Ukraine is often considered difficult to implement in practice, particularly when it involves paying customs duties and taxes on behalf of the consignee. One such case involved the delivery of humanitarian cargo from Japan to a Ukrainian government institution.

Under the delivery terms, the Japanese side planned to cover all costs related to transportation, customs clearance, taxes, and unloading. At the same time, the Ukrainian consignee - a government institution - was not expected to make any payments.

Implementing such a model in practice requires careful coordination of financial, legal, and documentation processes between all parties. In this case, Formag Forwarding supported the interaction between the shipper and the consignee, coordinated the preparation of the shipping documentation before departure, and organized delivery and unloading at the destination using specialized equipment.

As a result, the cargo was delivered to Ukraine, successfully cleared through customs, and all required payments were covered by the Japanese side. The government institution received the shipment without additional administrative burden.

While DDP remains a complex delivery model in Ukraine, proper documentation and coordinated logistics processes make this format workable in practice.
